Public internet bandwidth to and from China is limited and restricted. Sometimes is very good and sometimes very bad depending on multiple factors such as time and demand. For example, during peak hours the networks are overwhelmed, restricting the bandwidth and affecting directly the user experience. In fact, the problem is that you cannot predict the bandwidth that is going to be available, it is actually unpredictable.

Note that the GFW only applies to mainland China. Although Hong Kong, Taiwan, and Macau are part of China, they are currently largely exempt from these regulations being outside the control of the GFW.
GFW policies can change without notice, and, at any given moment, certain traffic can either be blocked entirely or discouraged by throttling bandwidth.
